Delphi 2005 Personal exists and it's free, but it's not available for download from the Borland site. They only make it available to magazines for special promotions.

Delphi 2005 Personal was included in the DVD edition of PC Plus (issue 232, summer 2005).

Also the Australian Personal Computer magazine recently had Delphi 2005 Personal on their DVD.

Germany's PC-Magazin had the German version on their cover disc.

The French club magazine "Developpez.com" has a French version for download for their members.
