Delphi Starter edition is freely available from Embarcadero.

Main limitations:

only limited support for database applications
does not include the 64 bit compiler (only 32 bit compiler)

Lazarus is a free, open source tool for developing object orientated Pascal code (FPC).

Lazarus comes with a component library, containing components that are functional equivalents of those of Delphi 7 and of some later Delphi editions (buttons, listbox, checkbox, treeview,...) plus lots of Lazarus specific components (see wiki.freepascal.org/Component_Palette)

A Delphi project can be converted for Lazarus with the integrated "Delphi Converter".

Unlike Delphi Starter, with Lazarus you can build elaborate database applications. And it can be run in Windows, Mac OS X, Linux, BSD, etc...
