do you mean that delphi7 saves your project's files ( .dpr , .pas ) into the folder that you have ceated by your self but the exe . so if it's that delphi does the correct way how :
when you save all your project in a folder that you have created by your self or in the default one , the project is not yet executable but only with extension : .Dpr so all you have to do to open it then run it from the IDE , then save your project again . you will see your executable
