File transfer & phone dialer program NEEDED

Please help! i need a program that dials a fixed number
and then sends a file to the computer that coresponds to the phone number, please, if i need a specific component tell me which is it? or if you could send it to me, i thank you in advance, please e-mail mail if you can help me.
