Control On Internet Explorer Possible?

For example, if i make a program starts with computer. Then i want it to control internet explorer.
I don't want anybody to go to the www.cnn.com page for example. Is this possible to have a control on other running applications with Delphi and how? Please tell me a way( abook, a site, etc.)
