Prevent an app to be closed

I wanna make an app that can not be closed through "Close Program" dialog box (dialog box that shown after you press Ctrl-Alt-Del). I've try to alter it through OnCloseQuery event, but still my app can be closed by the Ctrl-Alt-Del.
