Normally, uninstalling Delphi never gives messages about Excel. So an undesired "link" between Delphi and other file types must have been created by accident, probably at the level of the Windows registry.
Your problems are not caused by Delphi, but there must be an underlying Windows problem (damaged OS, damaged registry, virus,...)
Or maybe there is a program running in the background that blocks some file access and/or messes up the system?
