How to make a wizard

I was using a PageControl to create a wizard. It worked well until I tried to put some validations to each page. I can't seem to find a way to disable the user to pass to the next page if a text control is emtpy (For example) because if I increment the ActivePageIndex property the OnChanging event doesn't gets called (Only works with Ctrl+TAB and clicking in the tabs).
