Your projector is seen by Windows as a second monitor.

If your computer's video circuit has two monitor outputs, chances are that you already have such a utility (included as for example with the nVidia cards).

If you don't have such a utility: on the Internet you can find many programs to move the window of an application to the "secondary" monitor. Search Google for "multiple monitors", you'll find plenty of cheap shareware programs and even some free ones.

Or do you specifically want to program such a utility in Delphi?
