Code and skinning

Can anyone explain how I can achieve the following, taking into account I am a beginning programmer so plain English would be appreciated please :)

I have a shape (rectangle) on a form: When the user enters this rectangle his/her mouse is locked until a random number is generated into some textboxes at random times.

The mouse must turn into a hand-shape mouse too.

Also, can anyone recommend any skinning software that is reliabel?
