You don't have to pay any additional fees. You may freely distribute your program, plus all Paradox tables, as well as the BDE engine.

Note:
This applies for all Delphi version numbers and editions, EXCEPT for Delphi 6 Personal Edition. Borland does not allow you to distribute software written with this freely available Delphi version, even not for free.
